TALKING POINTS TO CONSIDER:

____________________________

An actuarially sound HR 3121 could result in faster claims payments for policy holders.  It could also relieve some of the burden on tax payers--- housing, unemployment, and other functions---which are greatly reduced with a seamless wind/water policy.

An actuarially sound HR 3121 can allow our nation to protect its citizens against natural disasters and terrorism in a more efficient manner at a lower cost to tax payers.  In this age of increased terrorism and increased natural disasters, we need insurance and governmental emergency models that can handle disasters in a more rapid, cost effective manner.

HR 3121 can help us better prepare for rapid, cost effective recovery from natural disasters.

Over 53% of the US population live in coastal counties.  This represents over 15 trillion dollars of domestic infra-structure.  Currently when events such as hurricanes strike the USA, private insurance policies do not cover wind damage when water damage is present.  This places over half the nation at risk for complete economic loss without any private market payments for damage.   Taxpayers should be better protected for such disasters.  HR 3121 is designed to fix the wind coverage issue.

Post disaster recovery costs could be cut by ten's of billions of dollars per event if homeowners had a seamless insurance product to pay claims in a more rapid manner such as the one HR 3121 can provide.

SUGGESTED PHONE CALL SCRIPT WHEN CALLING CLIENTS, FAMILY AND FRIENDS IN YOUR HOMETOWN AND OTHER AREAS THROUGH OUT THE COUNTRY

______________________________________________________________

Hello this is (your name) with (optional:  for use with clients only:  your company name).  I am calling to ask you to consider supporting HR 3121.  This legislation is ONE bill in Congress that adds wind coverage to the current national flood insurance program reform bill.

HR 3121 makes the same party responsible for both wind and water damage to your home or business during a hurricane.  This could make it faster to get paid after a storm.  It could make recovery faster and eliminate the current court battles over what caused the damage.  It could save money for the federal government by keeping them from having to pay for FEMA trailers and rent support for a long period of time after a hurricane.

Can you support this bill?  (If yes, continue with)  Can I help you contact members of Congress from your

area by sending an email on your behalf to indicate your support for this important bill? (and to Senators)

lwww.house.gov/writerep
http://www.senate.gov/general/contact_information/senators_cfm.cfm

(If yes, confirm spelling of name, e-mail address, physical address and phone number.]   In this email, I would suggest that you ask them to call you about the bill so you can voice your support and ask them to let you know if they support the bill.  Will that be OK?[Yes]  [See below for sample email of what to say]

If it is possible after we talk, I think it would be good to call your representatives today.  A personal call is the key to getting these measures passed.  I have the number to connect you to them if you would like.  Do you have a pen?

Your representative is xyz and your senators are xyx and xyx.  Call  1-202-225-3121 and ask to speak to them.   If they are unable to take the call ask for the staff member who may be most familiar with HR 3121.

Before we finish, I would like to email information to you about the bill with a link to a website that provides information on how you can help others get their voice heard in Congress about this bill.

Thank you so very much for taking action on this important issue for all of us.
